I-130 NOAs and K-3

I have recently filed an I-130 for my spouse in Pakistan. The thing is, the guy at the US Embassy says that they do not send out NOAs to anyone who filed outside of the US, but that the next step is that my spouse will receive a Packet with additional information to fill out and send in.

How will I know what is going on with my petition? Am I just supposed to wait until one fine day my spouse gets a packet? We do not even have a case number yet, since they did not (and will not) send us an NOA. Is this common?

Also, I am thinking of filing for a K-3 for my spouse, and have a few questions:
1) Do they do FBI namechecks for K-3 visas?
2) It says that you have to send in the I-129F along with the I-797 (Notice of Action) - but I won't be getting any NOAs!
3) Does the USC have to be living in the US to be able to file for a K-3 visa? I am not in the US (I am living with my spouse in Pakistan right now), but we might be separated if his GC doesnt get approved before August 2007 (which is when I need to move to the US). Is it okay if I am not separated from my spouse at the time of filing the K-3 forms?
 
I filed as a USC living abroad (I live in Pakistan, and have lived here for the past few years). I filed directly at the US Embassy in Islamabad, after showing tons of documentation proving that I am a USC resident of Pakistan. I think it counts as DCF? I'm not sure about that - I've asked a few questions about DCF on this forum, but no one has replied!

I didn't put a US address on the forms, only a Pakistan one. Does anyone know what happens in that case?
