I-130 Issue.. Six Years

Case # tky2004702002. Regarding the IR-1 Visa application of Christian I. Agu. I Angela Blake Agu, (petitioner) wife of Christian. Recieved a letter from Embassy of the United States of America- Tokyo Japan; stating "We are returning the case to the Nebraska Service Center via the National Visa Center for review based on our belief that the marriage took place purely for immigration purposes."
We have been married since 2002, now 2008 I am here without my husband. Like many soldiers fighting for something they don't understand, I remain without him for reasons I don't understand. U.S. Embassy Tokyo's concerns has no relevance to our case, which is futher prolonging me reuniting with my husband. Many have married and divorced since, my husband and I vowed to each other. We have encourgaed one another, to keep our faith, God brought us together, our union and vows were made, and we commited for life. We didn't completely understand the immagration process, only reading "If you are an American planning to marry in Japan, the process is straightforward. With some planning, most people can complete all the things needed to get married in less than one day". That one day has turn to six years, only to have the U.S. Embassy question our motives. Please advise, what step to take next. I have wrote to the local congressman, here in houston, where I reside, awaiting their response. My heart cries. Please advise.
