I-130 - "Immigration Information" question

I want my mother to get a Green Card based on my US citizenship. I am filling out "I-130 Petition for Alien Relative" online. In the form under tab "Beneficiary Information > Immigration Information" it asks "What was the beneficiary's class of admission" ("the beneficiary's class of admission is the 3-digit code for the immigrant category under which they were granted their permanent resident status") This doesn't make sense: how can my mom already have permanent resident status if I haven't applied for it yet?

I don't know about the online form; maybe the hint is wrong. But on the paper I-130 form, it asks for the beneficiary's class of admission, meaning the nonimmigrant status they were admitted as, and this is only asked if the beneficiary is currently in the US.
