I-130: How and where to convert Indian Birth Certificate in Hindi to English?

I need to file petition for relative (I-130) whose birth certificate is in Hindi. Can somebody please let me know how and where to convert Indian Birth Certificate in Hindi to English?

Does the conversion need to happen in Indian court system or other office?

Or the conversion can happen here in US also?
