I-130 For My Parents (can Minor Kids 17yrs Old Can Come With Parents ?)

I'm planning to file a petition I-130 for my parents but they still have minor kids 17yrs. old (twins). Is it possible or are there any ways that my minor sisters can be included in this petition I-130 as a minor child of the beneficiary? Most of the thread I read was parents with kids over 18 and under 21 yrs old. I would appreciate answer or opinion to my question.

I called the INS but obviously they told me the same thing in the thread that you gave me. So thank you very much for your input. Stay happy :) .
