What time will it take for my file to open, for petition of alien relative (brother/sister), case submitted on October 2008.

Depends on country. For most, sibling visas are now eligible for interview for cases filed in Dec 2006, except India May 2005, and longer for Mexico and Philippines. So probably still a few more years.
