I-130 and I-129F help please

Hi,

Thank you verymuch for all the support you guys provided sofar. It was really very helpful.

I am a GC holder who recently filed for Citizenship. I have filed I-130 for my wife in India and got the receipt from USCIS.

Now my questions is, can I file I-129F for K3 Visa now for her. Do I have to become a US citizen to file the same? In I-129f, it says it can be filed only by US citizens.
