I-130/485 petition after 2nd J-1 visa

Background: My wife is coming on J-1 visa to US as a Research Scholar at University of Texas. She had previously been to US on the same visa and has already completed about 3 years of the 2 years of residency requirement in India.

Question: (1) Would she be able to file an I-485 application to adjust her status to lawful permanent resident at the same time she files Form I-130.
(2) Would it be faster if she files for 2A category as the date is current to 8 months back.
(3) What is the processing time and procedure for I-485 filing?

What does that mean? How can she complete 3 years out of the 2 year requirement? Do you mean 3 months? Or do you mean that she has stayed in India for 1 year longer than the 2-year requirement?
