I-129F - Instructions to complete form - Correct or Wrong

Hi All

I am a US Citizen about to submit a petition to bring my spouse on K3 Visa.
I was going through the "Instructions for completing Form I-129F", and Item 8 has the following sentence

"You must submit the documents required in Items 1, 2 and 4 of the instructions, but may omit the documents required in Item 3. "

And, In the instructions, the items mentioned above are listed below.

Item 1: There is no "Item 1" explicitly mentioned in the form, assuming the "Who May File This Form I-129F." section as Item 1.

Item 2: Filing Limitations on K Nonimmigrant Petitioners.

Item 3: What Documents Do You Need to Show That You Are a U.S. Citizen?

Item 4: What If a Document Is Not Available?


Item 1 does not talk about any document, so does item 2. Item 3 is valid, but not required for K-3 visa. Item 4 is a section that says what can be done if document needed for Item 3 is not available.

It does not make any sense. Is that an error from USCIS in updating the old instructions that does not match the new form.
