Husband is citizen, but wife is not

A person of Indian origin become US citizen and then go back
to India and keep US citizenship.

Now if he marries a girl of Indian citizen in India and stays in India. Can she apply for GC or US citizenship without leaving India? If yes, how long this process normally takes?
 
Wife in India need tp get her a visa for USA

I got married on 02/21/2002 in India I passed my citizenship exam on 02/20/2002 in New Orleans Louisiana. Hopefullt I'll get my Oath ceremony real soon(It is already 8 months Ive been waiting for my oath ceremony)

Now once I get my citizenship what is the procedure to get my wife a K3 visa and how long it takes. I think gc takes a long time these days probably 2 years. There is I130,I129f that needs to be applied also I understand.
