Huge penalty fee but worth it

My husband is here illegally. I want to sponsor him. Thus far, I've heard here that he might be deported and barred from re-entering for ten years. Or that he'll have to go back to Peru and wait a year for me to do the paperwork here.
But there is a form that seems to fit our situation. It's the Supplement A to Form I-485A. It is a form which requires a $1000 penalty fee and is for illegal aliens who are here in the U.S. and who have unlawful immigrant status. Like my husband.
Has anyone heard of this?

Also, the supplement A is not applicable for anyone who entered US illegally. If he has entered Us and has not be inspected, he will not be able to use Supplement A.
