How Visa Number Allotment Works?

Could anyone who has knowledge about this share with the entire Portal that How Visa Number Allotment Works.

E.g
If INS has 50000 Visa Numbers,
Will they give out First to ALL EB2 Applicants and Then if remaining Give to EB3

OR

They will have Fixed Quota for Both EB2 and EB3????

Each category EB1, EB2, EB3 has 40000 visas per year. Each quarter in a year has some allocation percentage. Further each country has a quota.

Than Eb2 May Retrogress BIG TIME IN NEAR FUTURE
Because I heard from Many people that More than 65% of APPLICATIONS IN BACKLOG CENTERS ARE EB2.
And that seems to be true bcoz most of M.S Degree holders filed after 2000, after dotcom boom....
