How to transfer on H1B

Hi,
I have opened a company in Nov 2004 and One of my relative whose family is working in Indian embassy in USA.His son is computer professional(having valid usa dependent visa).If he come here can his visa be transfered in H1B.
thanks for the information what papers are required for this.
