How to show sponserer for F2

What form do I get filled to show some one can sponser me in US. I have been on F1 visa and want to bring my wife on F2. I have submitted my employment letter, and my bank statement. but they keep denying her. Their query is always regarding financial resources. Now my brother who has been here in US for 5 yrs wants to give some kind of sponsor letter. What form is that? Plz let me know, will this work?
 
If she is being denied even when you prove your sources, then they obviously don't think that the amount you're being sponsored for is sufficient to support your studies and your lifestyle for two people for the duration of your education. And she will keep being denied until you can prove that you have adequate funds.
