How to receive a exit/entry visa in the US?

I'm currently on an H-1B visa. my exit/entry visa (student) expired a long time ago, is there a way to obtain a exit/entry visa without leaving the country first?

No. You can only get a United States visa from outside the country. Basically, the visa is for entry into the country so you have to get it from outside the country.
