How to read visa bulletin numbers?

Hi,

I am selectee for 2012 DV lottery, i have number 2012AF17XXX. Looking at past bulletin, I assume that the Africa region numbers has to be over 20000 that means its my turn for the interview? So in that case, looking at the 2011 bulletin, it says 20900 in the Jan 2011 bulletin, that means my number is up?

Do I only send in the I-485 when my number comes up or do I just send it in October 2011?

Does 17XXX look like a safe number to have for the African region?

No your number is not up, what you saw are the numbers for DV-2011. Numbers for DV-2012, which you won, are first published with the September 2011 Visa Bulletin (see there advanced notification for DV visa).
