I dont think it is illegal..you are \'deemed to have lost\' the earlier PR status.
Dual citizens are supposed to enter their country with the respective passports so I guess the same "might" apply to PR status also.
this is my own 2 cents ..certainly not legal and maybe not even
sound advice.
After reading various posts on Net, I have come to the conclusion that keeping two PRs is inviting trouble. Majority has recommended to surrender IMM1000 after getting Greencard and that makes sense. After surrendering you Canadian landing paper you can ofcourse get a Canadian Visitor Visa very easily.
If you dont want Canadian PR, I would suggest you to call Canadian Immigration officer in US before doing that and explain him clearly your situation to be on safe side. He/She answers the calls very well, I called them once in US before my first landing to confirm that I can land by car without any trouble.
But if you dont wanna surrender your Canadian PR ) , then there is a risk. Reading people experiences the risk is small, but it is there!!. Under this kind of ecnomic condition, I would prefer to be "Safe" then being "Smart"
I agree with you that it is better to surrender Canadian PR. But are you sure greencard holder still need visa to enter Canada?

United States of America permanent residents
Persons lawfully admitted to the United States for permanent residence who are in possession of their alien registration card (Green card) or can provide other evidence of permanent residence do not require a visa to visit Canada.
If you have GC, you dont need Canadian VISA. I am very positive about this. My cousin who has GC also travels back and forth between US/Canada without any VISA, his brother lives in Canada.
