Is there any procedure or LAW?
If not why the hell AC21 portability. 180days rule
AC21 doesn't prevent the employers from withdrawing I-140. It means after 180 days from RD, even the employer withdraws your I-140, you should be able to get AOS approved with a new similar job.
..is to file 140 first, get it approved and then file for 485 with 140 approval and after six months of filing 485 you are totally safe!
murthy.com does report that in such cases, even if the employer tries to withdraw 140, it will not affect the 485! they got approvals for some 3-4 such cases!
