How to know when the Case is moved to NVC from USCIS

Hello Experts,
My I 140 got approved from VSC under EB3 category in August, but I haven't got any message from USCIS or NVC stating that the case has been moved. When I enquire with my lawyer, he always says that its too early for that. But when I check cptracker.com I see that people whoose I140 got approved much later than I did got the fee receipts.

I am confused, can anyone tell me who it works and how I can know where my file is and what the status is.

Please verify in the I-140 approval notice that it was really approved for Consular Processing (they write something like "we will forward it to the NVC, etc."). The NVC phone status line can give you status based on the EAC-number of your I-140. If they don't have record, that means the case is still with the VSC. In that case you may contact and speak to customer service representative at the BCIS and/or at the NVC.
