How to know if a case is created at NVC ?

I have been dialing the NVC number to see the status of my case. Till yesterday the message was "We are unable to locate your case". Today the message got changed to "At this time no operator is available". Does this mean the case is created ?

The case reached NVC on April 30 and the operator said it will take 6-8 weeks (?) to create the case.

bb_bb I checked CP tracker for your info.. Looks like we are neck to neck. Mine message also changed to same as yours and was sent from INS to NVC on Apr 24. So I went ahead and checked it for one number less than mine(Just a wild card) It says (We are unable to...) so I guess
something really happened there with our numbers(Good or Bad??) Keep me posted....

My case is created on the same day after the message change. Unfortunately I have a really old priority date (97) in my 140 approval and NVC now wants clarification from INS about that. The reason for the earlier priority date is because this is the second time I am applying for GC. INS keeps the priority date of the first case if an 140 is approved. So I guess I have to wait.
