Great story! Unfortunately, your degree from Canada is written in English, and it seems that the USCIS officer took it upon himself to do the evaluation, instead of trusting an accredited professional to do the evaluation.
He probably saw your degree and said "Holy Crap! I can understand this one myself!!! Its not like all the other foreign language ones that I have no clue what they say in the first place."
I bet that had your degree been written in a language other than English, (lets just say it was in French from Quebec) he would have been forced to rely on the professional for the evaluation. Just a hunch, on how the miniscule brain of a USCIS officer works.
