How to invite wife's parents on B1?

Please experts, help: how do I invite my wife's mother for a month or so from Africa? I heard I need to fill in a I134 Affidavit. Is this really necessary? If it is, then where do I send this, to INS, or to her, or to the local consulate where she lives? What procedure did you follow when invited someone on a B1? What do they need to do? Thanks a lot.
