How to get SSN#(not valid for work) for H4 Visa holder

Hi Frnds,
i just registered at this forum and amazed by the knowledge sharing here.
Actully i have a problem that i need to get some leads to resolve.
My wife is here on H4 visa and she is preparing for a California Bar exams.
She registered sucessfully with BAR council sometime back in August 2004 and started preparations for the BAR exam.
Recently we received a letter from BAR council that her registration got void as she didnt have a SSN # and due to some changes in laws in recent months with BAR council, now they requires SSN# for registration.
As you all aware of that H4 visa holders are not qualified for SSN.
Still i see some people are able to get it legally SSN#(Not Valid for Work). The application form for SSN also metioned that the person with valid I-94 are eligible to get SSN# which is (Not Valid for Work).
we visited few Social Security Office for the same but so far with no sucess.
Can anyone give us a lead or some sort of information how to get a SSN# (Not Valid for Work) so she can continue her study to appear for the BAR exams?

It is called ITIN ( Income tax information number) . It will help you if you ask for that . You have to get that from the IRS and not from SSN office.

we already have ITIN# but BAR council specifically asks for SSN#.

Carry the letter from Bar Council that states SSN requirement and show it to SSA clerk. If that does not work ask to talk with a supervisor at SSA.

I assume that the bar council is some sort of state govt agency.
 
Hi,
we tried our luck at coupld of SSN offices in Orange County last week, at first the receptionist it self denied that we can't get SSN as per rules.
Somehow we convinced her to arrange an appointment with Supervisor but they are also singing a same song and denying her a SSN # even though we specifically have a letter from bar council mentioning the requirements for enrollment.
Forgot to mentioned here, BAR council is a State Bar of California.
Any thoughts !!!!

Have you tried showing a printout from SSA website?
You will have to keep taking up this matter with higher ups at SSA.
If they still refuse to issue SSN, get that in writing and present it to the Bar council.
