how to get security clearance for GC holders?

for different federal projects throughout nation, security clearance being asked.

my question is that is GC holders are eligible for security clearance? or someone says GC holders can only get background check clearance. is that sufficient for federal projects?

is that GC guys are not eligible for security cleance? i heard it is only for citizens.

pls . clarify the difference of security clearnce and background check process. is both are same?

also, if GC holders can get security clearnace what is the process if anyone knows.
