How to get refund of ROLF?

I have to land in Canada by June 4, 2002. However, I wont be able to land. How do I get a refund of ROLF? Should I request for refund before June 4, 2002?

Call up Consulate where you got the papers.

They will tell you to write them a letter stating that you will not be entering Canada and they might ask you to send them your expired visa(s). They usually refund the money after 6-8 weeks (Los Angeles Canadian Consulate). Double check with others, been a while since I dealt with them.
