How to get PCC of Kenya and Uganda, if required in CP option ?

My friend stayed in India, Kenya and Uganada for more that 6 months after his 18th birthday.

He is working in USA on H1 now. He is thinking to go for CP option.

Does he need to provide PCC from Kenya and Uganda too ? How to get those ?

Are those countries' embassy in USA can help him OR he has
to contact Police dept. of these 2 countries ??
