How to get FBI File information before applying for Citizenship

I am a Permanent Resident and have been since 1968. In filling out the US Citizenship application there are questions regarding any arrests etc. Since I was arrested (not convicted since I was wrongfully arrested and not the perpretator) I had the records sealed. Still I need to disclose on the forms and I want to make sure everything matches up with whatever searches immigration/naturalization finds (so there are less complications and delays). Is there a way to get a copy of those records for personal review? If so how?
 
What is the "Name Check"

Is the Name Check anything I need to be concerned about? Not sure what it is or what the purpose is...

What you need is criminal check: http://www.fbi.gov/hq/cjisd/fprequest.htm

There are two basic checks, criminal and name. You cant do anything about name check, just get a FBI FOIPA that shows if FBI has a file on you but this is not all that the name check seems to cover so there is no way to know about name check. As far as criminal records go you can get that info via the above link.
