How to Get extension for B2 with NOS problem

Hi
My MIL has come in 2001 for 6 months visit and then extended the stay for another 6 months by applying to the INS.
And now she has come in APr 2003 at port of entry they just gave her month with NOS/No ext for 1 month is there any way to extend her stay.

So why did they give your MIL just one month ? Did the officer say anything ?
