How to get copies of approved I-140

Hi folks,

My I-140 got approved on 1/30/04. Filing date was 9/19/03 under EB2 category in VSC. I believe one can get the copies of I-140 approval and the copies of I-485 receipts by filing for FOIA (Freedom of Information Act). Has anybody ever done that? If yes what is the procedure and how much time does it take to get those copies from USCIS.
