How to find out if VSC send name check to FBI?

what is the follow up
After coming to know that they haven't sent the request, what can be done? I have no idea what to do after knowing that they haven't sent it (October 2004).
While talking to VSC customer service rep, she mentioned that they would request another one when time comes....for USCIS time will never come until they are kicked by elected representatives...
I can't even take senator or congressmen help with another wrinkle related to EB3 retrogression.
