how to find if NVC has created the case?

Do they send a letter or do we need to call them. I called the NVC but when I enetered the I-140 receipt number, it says invalid.

Keep calling and speak to an officer. Once they get your case from INS, they will enter you into the system. You will get a letter as well, however, you will know by phoning much earlier.
