How to FedEx Passport for re-validation

I sent my Passport for re-validation by Fed-Ex. I Enclosed another envelope with a fed-ex form filled with return address and credit card info. However they did not charge the crdit card for the return envelope (they say it\'ll be charged only when the evelope is dispatched back to me)
I am not sure if this is the right way?
 
Unless they provide the service , they will not charge

When state department validate your passports and sent it back to you using FEDEX with your return label , when Fedex ships it back to you then they will charge for the service.
