How to do reentry permit

Hello,
To get a reentry permit, is it a straightforward process, you just fill and mail the form or do people usually need to do it with an attorney?

Almost nobody uses an attorney for a reentry permit, unless it's a situation like they are getting the permit because their employer is sending them overseas and the employer is paying the attorney to file it.
