How to count one-year for re-entry

Canadian citizen resided in US on H-1 for over 6 years, applied for GC which was later denied. Final H-1 expired Dec. 2009. Jan 2010 switched to H-4 as spouse had H-1. Left US and currently living in Canada since Jan 2011.

My plan is to reenter US on H-1 after living outside for a year Jan 2012. Here are my questions -
1, To confirm I can't account my time on H-4 while residing in USA as time outside of H-1, correct?
2, I visit family in US regularly for a few days every month on B-2. If I spend 30-days in the US on B-2 over the span of a year, do I need to stay outside for a year and 30 days, before I can request a new H-1?

1.Yes.
2.Visa applicant must wait for an entire year before he or she is eligible to submit another visa application.
