I had written a letter to Senator Torcelli and believe it or not his office took care of the business within 3-4 weeks. I just wrote them the details of my case and my concern for delaying as my RD was in Feb 99 and there was no sign of approval till I contacted Senator office. I did use the form from his website and attached a leeter to it.
