Just call to his/her office to get information about the process about to Immigration matters. Normally they will ask you to fill up a form of waiver in order for them to inquire in your name with USCIS. I called USCIS today and the representative requested a case status refferal for me,she said I will recieve a response written response within 30 days,if nothing happens then I will contact my congressman.
I am in the same position as you. Did Biomterics in 10/2005. Called TSC and was told that fingerprints expire after 15 months. They did not issue me a referal because they told me my application is within the normal processing time. MY ND is 04/2002 and the current processing time for TSC is 8/2001. I contacted Congressman office last week and am waiting for a response.

I'm sorry to hear that your case is from 2002 and not approved yet,that's so bad.my ND is augu 2005.but I know some cases with ND nov & dec 2005 who got their GC already.I hope that your congressman will make them approve your case.
