how to change j1 to F1, with 2 years rule

Hi everybody,
I have a problem now, I am in USA with a J-1 visa, and is subjected to the 2years rule. Unfortunately, I did not know I should apply the waiver before. And I want to change my visa to F1 before my j-1 ends at this August. The questions are :
(1)Is it possible? Can I just change to F-1 without the waiver? Is it hard?
(2)Can I apply the waiver after I am a F-1 student?
(3)How can I change it? I do not know the process. Should I go to the American embassy or just go through the customs ?

1) It is possible, but you need to leave the U.S. to change status.
2) Yes, you can apply for the waiver at any time.
3) Don't know. I would guess that you would need to go to an embassy or consulate abroad, but I have no personal experience with this issue.
