How to change address after PP stamp, URGENT.

I did PP stamp 6/03/2002, haven\'t received plastic card. But want to move to new address, how can I make the address change with INS so that the plastic card can be mailed to my new address? Should I call IIO or file any change address forms?Which one is better?

I know that INS document often won\'t be forwarded by USPS.

Anyone did same thing before? Please share your experience.
My case is in California center.
