How to calculate Household Size I -864

have a very stratighforward questions:

I live in England and my wife(usc) filed a petition I-130 for me that was formally approved . Now we are in process to file immigrant visa for me(beneficiary). we have a daughter who is also USC.

We need to support the application with Affidavit of Support (form i-864 which is same as used for adjustmant of status in US -i-485)
I have asked my sister in law to sponser me .

Q1. My sister in law is filling form I-864 as a joint sponsor. What will be the household size in her form. She doesnt have any dependant , neither she ever sponsered anybody?
Q2. The household size in the form that my wife filled up is 3 including herself as a primary petitioner, myself and our daugher. But she is not working at this moment ans she is in london. So,her income is zero. So, does my sister in law does need to show income to support household size of 4 or just 2.
 
Q1. If there is no one else living in your sister-in-laws household then it would be 2 for her. On question 21 of the I-864 line a would be the number of intending immigrants (you) and then lines b though g would be the number of people living in her current household.

Q2. Even if your wife doesn't make any income she still needs to file a I-864 since she was the petitioner. A USCIS 800 call center agent told me that the petitioner must submit an I-864 even if they didn't make a dime. If your wife has any assets then she could include that later in the application. Don't forget to include a copy of her 2008 tax return.

Do you mean that my sis in law just need to show income covering household of size 2. And my sis in law doesnt need to support my wife & my daughter (both USC) even if my wife doesnt earn a dime ? My wife doesnt have any assests but she mas maintained her domicile in USA. so ,on her i-845 , the income would be zero. Is that ok to with it or do i need to find another sponsor who can sponsor my wife and daughter too?
 
I filled my I-864 in the US with an I-485 since my wife was present in the US. I had a part-time job most of the year and I am also currently going to school. I didn't meet the requirement on income, I might of meet it on assets, but my aunt was nice enough to be a co-sponsor for my wife. My aunt had to put down a household of 2 - 1 for the intended immigrant, my wife, and 1 for my aunt since no one else lived in her household.

The I-864 is basically to see that you don't intend to come to the US and go straight on government benefits. If you are still under the financial responsibilities of someone else and utilizes certain types of government benefits, then the government could sue that person to reimburse them for the services you used. Since your wife and child are USC they are entitled to use government benefits if needed.

When you applied for your wife , you were already into part time job which must have given indication to NVC that you can support yourself but in my case my wife has no income and so i still wonder that if they require that my sister in law should have sufficient income to support my wife and my daughter. In the form that my wife has filled the household size is 3 with income as zero and the form that my sis in law has completed has household size of 2 with her income. Somebody told me that my sis in law should have sufficent income to support my wife and my daughter bearing in mind that according to her form i-845 the household size is 3 and she didnt meet the income requirements. So, i m confused here.
 
We filled directly to USCIS since it went along with an adjustment of status application here in the states. I don't know if NVC wants it done differently then USCIS does.
