How to apply Greencard in another state

I started a company in Indiana. Can I advertise in Illinois and process RIR Greencard for my future employees from Illinois. If so, do I need to start a company in Illinois. Please explain me the process. I wanted to do this because Greencard in Illinois is faster.

I contacted my lawyer....

...he told to call the Illinois Department Of Revenue.
If I already have a corporation in another state and even if my employees or clients do business in Illinois, I don't need to have a branch or Federal TaxID number, just a State TaxID number from DOR should be fine. This State TaxID number is for future tax paying purpose.

Any input from you to help me make my life easy, would be highly appreciated.
