how to apply for DV 2008?

hey guys, i live in kenya, and wanted to know how to fill the dv for year 2008?? cause it takes only like a year to find out if u won or not? so can someone tell me how to apply? wht happens? do they send letter of acceptance or any kind of numbers? or wht happens afterwards? thnkx.
