How to apply for B2 again?

Hi

My mother-in-laws visitor's visa got rejected from calcutta on the grounds that she does not have enough ties back in India. Here are the facts:
(1) She is a widow
(2) She mentioned that she lives by herself in Ranchi in a house owned by her son (my husband)
(3) She mentioned that she does not get a pension because her husband was not in a government job but got a lumpsome retirement benefit that she invests and uses monthly.

We had sent an inquiry through a local senator and the reply said that she could not establish that she is not a potential immigrant.

Now, we are thinking of reapplying. Fact (1) and (3) cannot be changed. We are trying to present fact (2) in the best way. Which of these methods should we use:

(1) We can transfer the property to her name. She can use the same story as before about where she lives.

(2) She can say that she lives with her daughter and takes care of her household and granddaughter (this is true -she indeed spends a lot of time there, we just have to have a proof of address there). This approach would mean that she now applies in Bombay, since her daughter lives near Bombay. The doubts I have is that one, she is changing her story about where she lives and two, the consulate officer would know that people don't generally live with their daughters in India but with their sons.

(3) She can say that she lives with her in-laws in a village in calcutta.

Which do you guys think is the best option in your honest opinion?

Hi

generally looks like the consulate gets a little pertrubed if they gt enquiry letter from senators or congressmen. MOst of the cases with this kind of a background get refused. YOu should concentrate on pt.2 and may be she will get the visa if she takes professional help.
