How to answer this RFE?

Dear Experts:

I have received a RFE for my NIW I-140.
(CSC Receipt date Feb 03, 03 and Notice Feb 03, 03 and RFE Apr 01, 03)
It has several usual questions, but one of them states:

“Establish through documented evidence that the national interest would be adversely affected if a labor certificate is required.”

How to answer this?

You need to demonstrate all the national interests proposed by your admission outweigh the national interest of protecting the position for an US worker with same minimum qualification.
