How to answer this question?

In the RFE letter from INS, a question is:

Submit documentation that shows your skills or background are so unique and innovative that would serve the national interest:
* Do you possess any special skills, knowledge, or abilities that could not be articulated on a labor certification?

What is that could not be articulated? Is it something such as personality or hard-working?

Please help.
