How the application transfer between service centers works?

Hi
My I 140 application was filed at California service center in august 2003. Last month the application was transferred to Nebraska service center as my application comes under nebraska jurisdiction. Now is my application considered as a new application filed at Nebraska center?

I am a RN from India.
