how soon do the DHL forms arrive?

hi, i have a question about when they send the DHL forms. i heard it is like 6 months before your priority date becomes current. is this true?? and how long is the process after the priority becomes current if everything goes smoothly? thanks..

by DHL forms i mean, that when your priority date is about to become current, and they send you further instructions of what to do and what paperwork to fill or whatever they ask you to do. when do those papers get sent out? 6 moths before the PD becomes current or what? thanks..

like my pd is oct 1999, and for september the Priority date for category family # 4 will be february 22. so i want to know when i can expect to hear from them about the case.
