How often can a former LPR visit USA with VWP ?

Hello:

As a citizen of a European country, one can stay in US for 3 months without getting a visa with Visa Waiver Program.

1.) Can this citizen visit Canada (or Mexico) every 3 months to extend his stay in US?

2.) Can he use Visa Waiver Program indefinately as long as he travels out of US every 3 months? (e.g. four times a year, each visit lasts 90 days?)

If he doesn't want to fly all the long way back to Europe, which country closed to USA can he visit until he returns to USA with the Visa Waiver program?

How do other rich people do it when they purchase a house in Florida and stay there even though they do not have a Green Card? They don't work either. So actually it should be good for USA if the country has people who don't take away jobs but who spends money in the country.

Another possibility would be that he stays in USA for 90 days, then lives abroad for one month, comes back to USA and stays there for 90 days, stays abroad for one month, returns to USA for 90 days, and leaves USA for one month. That would mean that he makes use of the Visa Waiver program only three times per year and not the maximum amount of four.

The reason he abandoned his Green Card was that he was not informed clearly that if he stays out of the country for more than a year his LPR status would be expired. As soon as he found it out he voluntarily reported it to the US counsulate and returned his Green Card. He didn't want to live with lies (and with fears whenever he enters USA).

If you have $1million, you can invest in a US business, essentially buying a GC.

He takes into consideration to found a company in the US. The investment capital might be $1million. Can he use this amount of money to hire 2 or 3 American IT specialists? Or is it not allowed to use the money for paying wages of his employees? It would be an e-business company.

What happens if the investment capital of $1million is not his own money but his business partner's money who is American? The business idea and concept are from the former LPR. His business partner would give the $1million to him so that he can found the company and so that he can get a Green Card.

What kind of Green Card would it be then? A permanent resident card like as if you get a family-based Green Card which is valid for ten years and then it has to be renewed for ten additional years?
Or is it a temporary Green Card like as if you get it through marriage which is valid for a couple of years and then the conditional status has to be removed to become a permanent resident card.

If he invests $1million to found a company in the US, does he have to undergo the same buerocratic process like all other immigrants or will it be much faster? After how much time would he get his Green Card? As soon as he has shown the investment of $1million?

Because of the weak dollar, $1million is only 770million Euro currently.
