Hi,
I am thinking of submitting my GC for name change (after getting the name change from court). Does any one know how much time USCIS takes to send a new GC ?

You should file I-90. If you file it on-line, it will take 10-15 days (my experience is in CA).

I applied in 08/03 and received a new one in the mail in 05/04. I'm not sure if they've picked up the pace.

I am not sure if you can apply online for GC replacement due to name change. We need to submit the supporting documents. So they may not allow online filing. I am afraid that 8 to 9 months is the normal turn around time for GC replacement due to name change.

Well, I am. Othewise I wouldn't tell you to do it. The supporting documents you should mail to them. The instruntions tell you what to do. If you have any doubts, here is the webpage: http://uscis.gov/graphics/formsfee/forms/e-i-90.htm
