how much time between NC clearing and 2nd FP

I learnt that my NC was cleared on Nov 20 2008.

My PD is 04/07 and FP 05/07

when can I expect 2nd FP and IL?

If my memory serves me right FP and NC are independent. FP is valid for one year from day it was taken,.. so according to that logic you are due for another FP.

I think you should call USCIS and talk to IO to get a status of your case. Make sure you talk to an IO and not just the first representative. Try to get your case status based on your A number rather than receipt number because with receipt you will get the same response as is on the USCIS website (useless for most part).
