How much longer will this visa take to be issued?

I am trying to figure out when this visa will become available.
This is for a sibling from India. 4th Class category.
The application was submitted in May 1996. According to the visa bulletin, visas are available now for applications from April 1994.
That’s about 2 years from May 1996.

Any idea how much longer the wait may be?

I just checked in Newspaper and it is saying it has jumped 7 weeks in last month so i guess you should get visa number in next 12 to 18 months.
